Police launched an investigation into the fight after footage emerged on Monday of the shirtless Souths star kicking a man in the chest.
Walker was cleared but the two men primarily involved in the fight, aged 20 and 21, were fined $500 by police on Wednesday afternoon.
"Following extensive inquiries, two men - aged 20 and 21 - were each issued a Criminal Infringement Notice (CIN) on Wednesday 20, May 2020, for offensive behaviour.
"The investigation has concluded, and no further action will be taken."
However, 30-year-old Walker still faces possible sanctions from the NRL integrity unit after video footage showed he kicked a man in the chest during the altercation.
The third man in, Walker has since apologised and claimed he was emotional and grieving the death of his cousin.
He said he will accept any punishment from the NRL integrity unit ahead of the season restarting next Thursday.
"It was not a true reflection of my character and who I am as a person," Walker said in a statement.
