The report provided to councillors proposes to exclude some tenants from the rent relief including pre-schools and kindergartens, groceries, horse racing, fresh produce and government departments. There are 18 excluded tenants which totals $83,000 in rent for six months.
"If no rent assistance is provided there may be an increased result in property vacancies within the Shoalhaven," the report said.
"The current time on market for commercial property has recently increased and the number of vacancies specifically within the Nowra CBD now evident."
On Friday, April 3 the Prime Minister flagged a mandatory industry code to be imposed on commercial and retail tenants.
"It will be mandatory for tenancies, that is the tenant and the landlord, where they have a turnover of less than $50 million, and they are a participant in the JobKeeper program," Scott Morrison said.
The code would be aimed at helping tenants and landlords reach a rental agreement when there is some form of hardship.
