Shoals started Saturday strongly, winning all their pool matches - against the Orange Emus, UNSW and Tech Tahs - to top their group.
This pitted the green and golds against The Lake Rugby Club in the Bowl final - a side that had defeated the Shoals in two previous deciders.
In the final, Shoals jumped out to 12-5 lead at the break, before The Laker responded - to lead 17-12 with minutes remaining.
But tries to Steven and Mark Brandon just before the final whistle sealed the Shoals' 24-17 victory.

Following the match, George Miller was named Player of the Final, for his tireless work in both attack and defence.
Joining those three in the squad, coached by Paul Connor, on the day were Sam Connor, Scott Webb, Jimmy Hendrix, Ava Raboitoga, Blake Gurney, Tom Sims, Angus Maddinson, Keiran Brandon and Ashley Brandon.
The Shoals will now turn their attentions to the 15-a-side format, where they'll take on Batemans Bay in a trial match on March 14 to raise money for the bushfires victims.
