Bowen, currently sitting in 76th in the Qualifying Series rankings on 5,685 points, could only manage one scoring wave in tough opening round conditions.
His score of 3.47 saw him finish fourth in heat 14, behind locals Finn McGill (11.23) and Eli Hanneman (9.23) as well as Brazil's Flavio Nakagima (8.37).
Bowen, who claimed back-to-back podium finishes in Chile earlier in the year, will now turn his attentions to the World Cup of Surfing.
The second of three events part of the Vans Triple Crown will run from November 25 to December 7 at Oahu's Sunset Beach.
Brazil's Jadson Andre currently sits on top of the QS rankings of 22,500 points, ahead of his countrymen Yago Dora (22,460) and Alex Robeiro (21,580).
