Mr Toole spoke in the Shoalhaven at the opening of Coast and Country Community Services new office.
More than six months after the Coalition was elected to government in NSW, the Nationals MP also couldn't say when a timeline for the much-needed work would be announced.
"I'll have to have a look at that," he said.
"There will be timelines and we will articulate them clearly but we can't do that until we've done the homework."

Asked whether the government would consider bringing the timeline forward to boost the local economy, Mr Toole was non-committal.
"Where we can we are bringing those projects forward," he said.
"A lot of our communities are suffering from drought and rely on those roads and those jobs."
Mr Toole emphasised the importance of access to services for regional communities, and claimed the government would honour its election promises.
"Our election promises will be honoured ... but there is a lot of work that has to happen behind the scenes," he said.
"We have many projects across the state you don't want to go out there with a design that's not appropriate, you have to talk to the community, if there's a delay that's OK.
"You have one chance to get these projects right."
