A position paper released on Wednesday by academics, teachers and policy experts, pinpoints three ways to help teenagers as they finish high school.

The group believes the current Australian Tertiary Admission Rank (ATAR) score system is outdated.

Instead, the framework should focus on the period when students are 15 to 19-years-old, so employment and education opportunities can be individualised.

The paper also calls for states and territories to work together to create a consistent approach to student achievements through a "learner profile", imitating approaches in Hong Kong and at Harvard University.

The third recommendation is for tertiary education providers to be more transparent about entry requirements, while also allowing them to be more flexible dependent on each student.

Australian Learning Lecture founder Ellen Koshland describes the ATAR system as a "double disadvantage" to young Australians who are not confident learners.

We need to start measuring what counts for young people's future, she said.

"These proposals are ... an opportunity to ensure that each young person is supported with up to date information to develop a map to the future based on their interests and strengths."
