There was a faint ripple of excitement among some sections of the community this week when the ACT Legislative Assembly passed legislation decriminalising the use, possession and cultivation of small amounts of cannabis. But the bong bubble was burst when the Chief Minister announced that the drug law reform would not apply to the Jervis Bay Territory. While that news might have disappointed some, it was probably a relief for others who don't want added risk on our roads.
