Ms Berejiklian said construction would begin within this term of government but consultation was still ongoing.
"Obviously the planning process is still there, the consultation process is still happening," she said.
"We've said that we'll definitely start major construction this term of government, which we will, but we also find that we need to get everything right - down to the size of every ward.
"As soon as we have those details we will make that public."
The Premier was joined by South Coast MP Shelley Hancock and Kiama MP Gareth Ward to mark the near completion of the multi-storey hospital car park at Shoalhaven District Memorial Hospital.
The new car park will create 220 additional spaces and should be operational by the end of the year.

"Once this is up and going it really gives the community confidence that the next stages of the hospital will happen as well," Ms Berejiklian said.
"It's interesting because we are investing close to half a billion dollars on hospital redevelopment and the first question I always get from people is, 'What about the car park?'"
One of the many issued raised in the damning Four Corners program on Monday night was the difficulty in attracting doctors and medical professionals to regional areas.
Ms Berejiklian said the Shoalhaven wouldn't have problem attracting new staff.
"Can I tell you, there's lots of people that want to work and live down here," she said.
