During a visit to the Shoalhaven on Tuesday, Mr Albanese said the four-year, $50 million federal commitment to the highway was inadequate.
"It was good there was a bipartisan commitment to have $500 million but we think that $50 million over four years is not good enough. We committed to bring forward triple that amount and that is eminently achievable," he said.
Mr Albanese said funding to fix known highway black spots should be prioritised.
"We know what the priority projects should be. And the planning work should have been done. On some of the projects it has been done. And they should get on with rolling it out."
He said a fast rollout would bring with it project savings, improve safety and stimulate the economy.
"It's good economics at the moment because the Reserve Bank, everyone is saying we need economic stimulus. Economic stimulus creates jobs in the short term, boosts productivity and road safety in the long term, and is good policy."
