In that time, the shelter hasn't had to euthanase a single healthy, rehomeable animal.
They have rehomed about 598 animals, from cats and dogs to roosters and rabbits.
Mayor Amanda Findley said the success of the business is made possible by community support and the efforts of shelter staff.
"I am so proud of the staff at the Animal Shelter and how the community has supported the shelter throughout the first year," Clr Findley said.
"Since last year, more than 30 volunteers have helped with the day to day operations of the facility. These wonderful people have assisted staff in taking animals for walks and just lending a helping hand to the qualified staff at the shelter.
"I would encourage any community members who are looking for their next four-legged family member to look at the Shoalhaven Animal shelter first. It is a great place to begin that search and they welcome everyone to drop by the centre in Nowra Hill for a visit."
