Rogan first scored in the 14th minute before finding the back of the net three times in the second half (49th, 76th and 82nd) to seal the Bears win at the St Georges Basin Sporting Complex.
The win moves Alex Dicker's Bears up to six on the ladder, on 14 points - just two behind the Dragons, who have now lost three straight.
Also on 16 points are Culburra, who went down to Illaroo 3-2 in a fiery contest.
The Cougars' Jack Miller opened the match's scoring in the ninth minute before Illaroo's Biar Biar equalised two minutes later.
The visitors at Culburra Oval hit the front in the 33rd minute when Ross Dunlop scored, which was cancelled out by Karl Ingeman's 58th minute effort.
But an Evan Leedham goal with 10 minutes to play sealed the Roos all three points - which cements their spot in second on the ladder.
Andrew Timbs' troops sit two points adrift of Huskisson-Vincentia (22 points), who had the bye this round.
Sitting one point behind the Roos are Bomaderry, who accounted for Milton-Ulladulla 2-nil at Bomaderry Oval, thanks to goals from Ben Seyferr (59th) and Thomas Cooney (85th).
Elsewhere in round nine, Shoalhaven Heads-Berry claimed their first win of the season, defeating Sussex 4-1 at Vic Zealand Oval.
The three points for the Sharks was set-up by goals from Jarrod Low (two), Christopher Agar and Tyler Simmonds, with Ben Kelly scoring the Seahawks' lone goal.
