The hosts at the Huskisson Sports Field opened the match's scoring in the 24th minute when Lewis Archibald scored.
But staying true to their form this season, the Dragons hit back with a goal to Connor Macqueen in the 41st minute.
That level scoreline was short-lived though, as Michael Hampton restored the one goal lead just after the break, in the 47th minute.
Fourteen minutes later, the scores were again tied, when Macqueen found the back of the net for the second time.
As the clock ticked down, the match appeared set to end in a draw, before Corey Ryan scored in the 91st minute to secure the Seagulls all three points and hand the Dragons their first loss of 2019.
Despite the loss, Basin still sit first place, on 15 points, two ahead of Huskisson, Illaroo and Milton-Ulladulla.
While the Panthers enjoyed the weekend off, the Roos ground out a hard-fought 3-2 win against Shoalhaven United at Lyrebird Park.
Goals from Brendan Thorpe, Stuart Bradshaw and Alex Cheyne secured Andrew Timbs' troops maximum points, as Taite Arney and Tim Bagnall, in his return match from injury, scored for the Bears.
Elsewhere, the Callala Brumbies broke through for their first win in the top grade, edging out Bomaderry at Emmett Street Oval.
In the win, Stephen Gray, in his first game for the club, scored two goals and provided the assist on Tom White's goal, while Campbell Richardson-Thornton and Sam Baxter were the Tigers' goal scorers.
At the Thompson Street Sporting Complex, Culburra easily accounted for Sussex, winning 6-2.
The scoring opened after just two minutes for the Cougars, when Karl Ingeman broke through in the second minute.
But the Seahawks hit back with two goals in four minutes, when Ben Daley and Kyle Jarrett scored in the eighth and 11th minutes respectively.
Being down 2-1 didn't faze the visitors as Chad Poland levelled the scored in the 32nd minute before the Cougars rattled off four second half goals, through Rhys Mooy (59th), Jack Miller (68th), Roy Miller (81st) and Mitch Blundell 93rd), to secure the win.
The final match of the round was won by Manyana, who defeated Shoalhaven Heads-Berry 3-2, thanks to goals from Mitchell Tyquin, Jack Fay and Rohan Daley, while Chris Agar scored both the Sharks' goals.
