Phillips and his ACT/NSW Country side won the under 19 national championships title last season in Adelaide, with the former Nowra High School student claiming player of the final honours.
The 18-year-old and seven members from that victorious squad are in this year's preliminary 20-player squad, which will be reduced after an intensive winter training schedule.
Cricket NSW pathways senior manager, and former Blues fast bowler, Mark Cameron said the coaching staff were very excited by both Phillips' under 19s squad, as well as the under 17s one.
"They have a mixture of players that have represented ACT/NSW Country previously and those that are new to our academy program entirely, testament to the robust nature of the ACT/NSW Country pathway and depth of players within the ACT and country New South Wales," Cameron said.
Joining Phillips in the squad is fellow Greater Illawarra Zone product Dom O'Shanessy, as well as Newcastle's Kain Anderson, Toby Gray and Glenn Winsor, Western's Tom Atlee, Nick Broes, Brock Larance, Ben Mitchell and Henry Railz, North Coastal Oliver Cronin and Caelen Maladay, Central Coast's Callum Dunkerley, Jake Hardy and Ethan Short, Central North's Will Fort and Jackson Gwynne, ACT/Southern Districts' Angus Jones and Riverina's Rupert Lilburne and Josh Staines.
