The stairs were due to be closed due to maintenance and safety issues.
A community group mobilised a campaign to keep them open for beachgoers at one of the most popular places in Vincentia to walk along the sand.
The Vincentia Residents and Ratepayers Association lobbied council, submitting a petition which argued the case to keep the stairs open.
Residents were concerned closing the stairs would create bush fire access problems.
If closed the only access would have been off Jervis Street, a further 500m north.

The next VRRA meeting will be held at 7.30pm on Thursday, April 18.
The group has secured six Gilmore candidates, who will talk about the upcoming federal election.
They have agreed to address the meeting and there will be a short question time.
