Julia is the first venturer in the area since 2003 to be honoured with the prize.
Nearly 300 fellow scouts congratulated Julia at Bangalee on Saturday.
Julia has enjoyed five years with Scouts.
"I love the camaraderie, it's like a big family," she said.
"I like being outdoors, and with Scouts you get to challenge yourself - push yourself to be the best you can be."
Her leaders had nothing but praise for Julia's attitude and efforts.
"She's been a driving forces at the Basin, an inspiration to Scouts," a leader told the crowd.
She will join dozens of venturer scouts in NSW who have been granted the prestigious award for the presentation by the Governor and Chief Scout of NSW at Government House in Sydney.
Scouts from across the region from Thirroul to Ulladulla have been at Bangalee for their Founders Day Camp this weekend.
Scouts is the largest international youth organisation, with 47 million members worldwide.
