The teenager, who previously lived in Nowra, moved to Goulburn in April this year.
Residing at a youth hostel, he befriend another resident, a 14-year-old girl.
Court documents said the pair had walked around the shops in Goulburn on April 14 and on their way back to the refuge had intercourse.
Back at the refuge the young victim was told by staff not to go into the boy’s room.
But later that evening the girl found herself in his room playing Xbox, and they had intercourse again.
A refuge worker allegedly caught the pair together, with the girl later admitting what they had done.
A charge of indecent assault of a person under 16 against the youth was also taken into account by Magistrate David Williams in Nowra Children’s Court.
