A motion to Shoalhaven City Council this week, put forward by Councillor Greg Watson, called on council to reinstate the vouchers with rates notices.
It was approved by all but Councillor Nina Cheyne.
This reverses a 2017 decision by council, which saw a vote to no longer give tip vouchers to businesses.
Cr Watson previously told the Times, his motion would return bin vouchers to all those that have domestic waste.
“I think if you have domestic waste then you’re entitled to tip vouchers. I’ve excluded all bulk waste and commercial waste and have included anyone who has a domestic-sized bin,” he said.
