Councillor Mitchell Pakes alerted the public to the change via a South Coast Register article.
He blamed the “Greens/Gash” bloc for the decision.
He said Councillor Annette Alldrick was part of the bloc, and in favour of the move to cut the service.
However, Cr Alldrick was not at the meeting in April but overseas when the decision was made.
“I don’t know the background on the matter, so I can’t tell you how I would have voted,” she said.
“I can tell you that we’re serious about recycling. All of the bins in the Shoalhaven have recycling stations.”
She denied claims that she was part of a voting bloc.
“Every motion is considered on its own merit,” she said.
“We are all individuals, you can see that the vote count changes depending on the subject matter.”
