Police will allege in court the man, who was known to the girls, assaulted them on separate occasions between February and May.
Following extensive police investigations, the man was arrested at Nowra Police Station about 9am on Friday.
Earlier this month, detectives from the NSW Crime Command's Child Abuse Squad launched an investigation after reports about the man.
The Campbelltown man was charged with three counts of aggravated sexual assault of persons under 16, and eight counts of indecent assault of persons under 16.
He was refused bail to appear at Nowra Local Court today.
The Child Abuse Squad is comprised of detectives who are specially trained to investigate crimes against children, including sexual assault, physical abuse and serious cases of neglect.
