The car sunk and became completely submerged at midday on Friday, May 19.
Rachel Wiegold saw the car as it was about to go under and, fearing someone could be trapped inside, dialled triple-zero.
”The headlights were on and the windscreen wipers were going,” Ms Wiegold said.
“It didn’t take long to go under.
“I thought, ‘I hope no one is inside’.”
A retrieval operation got quickly underway, with a diver sent into the water now attempting to attach the car to a towing vehicle.
NSW Ambulance has confirmed its paramedics were not required to treat anyone.
