The work is being undertaken adjacent to the historic Graham Lodge on land that also fronts the Princes Highway opposite the Shoalhaven City Council administrative building and Lyrebird Drive.
Chris Robson Property Developments is behind the proposal on land owned by Nosbor, previously owned by the Mavomattes family.
Thirty-two units are currently approved for the 2.1 hectare site, but proposals are before council to expand the development to 36 units.
The earthworks are the preliminary works, with the building project expected to be constructed over two stages.
Eighteen units closest to the highway will be built first. Construction will then start on the remaining units closer to Lyrebird Drive.
The development originally had a mixture of double and single story buildings, but the plans have changed with all the units now being single storey, and mainly three bedrooms.
