He has replaced Dr Paul Grimes, who was controversially sacked in March.
Mr Quinlivan is a former deputy secretary of the department and was head of the office of the Productivity Commission.
He will start on Friday, June 12.
Prior to that Daryl was a deputy secretary in the Department of Broadband, Communications and Digital Economy.
He worked in a number of departments and agencies including the Department of Transport and Regional Services and the Department of the Prime Minister and Cabinet. He also spent some time as a ministerial adviser to the then Assistant Treasurer.
Dr Grimes stepped down suddenly following a controversial additional Senate estimates hearing in March which covered issues around Hansard changes made by Senator Barnaby Joyce’s office – in October last year – and the department’s handling of a subsequent Freedom of Information (FOI) request.
