Police patrolling North Street, Nowra at 1am on Saturday saw the 37-year-old standing on the roadway.
When they asked him to move he refused, becoming argumentative and swearing at the officers.
Police asked for identification, but he continued to be argumentative and confronted the officers.
He was directed to move on, but he refused to comply.
The man was then placed under arrest, but he struggled and resisted police.
After he kicked an officer he was subdued with capsicum spray.
The man was then taken to Nowra Police Station where he was charged with offensive behaviour, assaulting police, resisting arrest and refusing direction.
He was bailed and will appear in Nowra Local Court on September 15.
