Island resident David Gribble spotted the seal early on Thursday morning during a walk along the beach on the northern edge of the island near the entrance to Shoalhaven River.
The National Parks and Wildlife Service are examining the large marine mammal.
Mr Gribble said the male seal was approximately two metres in length and had no obvious wounds to indicate why it had died.
“He must have come in some time over night, he was still pretty fresh, rigor mortis hadn’t set in,” he said.
“He was a big animal, looked pretty healthy but appeared to be bleeding from the mouth.”
