Cr Digiglio said it was time to look at other options as light shows had worked well for other councils.
"Kiama went ahead with a laser light show which was substantially cheaper, produced less pollution but also produced a spectacular light show that everyone enjoyed," she said.
"It's probably time that we just looked at having a bit of a change and moving with the times."
She said her main concerns with fireworks were health-based as well as the possible impacts on animals and returned soldiers with PTSD.
"I have concerns about the impact on clean water as a result of ongoing fireworks, fireworks also create a lot of fear and panic in animals.
"In our area we have a lot of veterans and a lot of them have PTSD and those fireworks sound like bombs going off to a lot of those veterans.
Several firework displays in the Shoalhaven, including the 2020 Nowra Show and 2019 Carols in the Park, were cancelled a few months ago due to the bushfires.
