"There are logistics, catering and communications behind [the RFS]," he said.
"People get fed - we are often throwing food out because we have too much.
"While everything looks confusing, there is a system, and it works."
He said those wishing to help support the fire effort should put their best efforts into helping their neighbours with tasks like clearing gutters and preparing homes for fire.
"Hang onto your cash until the end, so you can donate where it's needed," he said.
Mr Hall also reminded people to donate through approved organisations, such as the Salvation Army and Red Cross.
Many charity and volunteer organisations have reached capacity.
Shoalhaven City Council Mayor, Amanda Findley, has opened the Mayoral Relief Fund in response.
"Charity and volunteer organisations have now reached capacity for item donation," she said.
"Therefore, the Mayoral Appeal Fund is the preferred method to assist the Shoalhaven towns and villages impacted."
If you would like to contribute, you can donate to:

Donations can also be made at customer service Centres in Nowra and Ulladulla or at any Commonwealth Bank branch.
"All donated funds are held in a separate trust account," the mayor said.
"The management and distribution of these funds will be overseen by an Independent Advisory Panel.
"The Panel will ensure all funds are distributed equitably and consistently to those who are directly affected by the fire emergency, in compliance with the Commonwealth charitable law requirements."
