As the predicted strong westerly winds started to take hold in the Shoalhaven, a fire started in median strip, just south of the Nowra Anglican College, around 2.15pm.
The business operator grabbed a fire extinguisher and along with South Coast District Police officers who arrived at the scene combined to extinguish the fire which was taking hold in the brush.
Fire and Rescue NSW Shoalhaven crews also arrived at the scene and further doused the area that had reignited in the gusty winds.
With wild westerly winds predicted for the area, a very high fire danger was declared in the Shoalhaven.
The predicted strong westerlies hit the area around lunchtime, with the Bureau of Meteorology recording wind speeds in Nowra/Bomaderry at that time of 57 kilometres an hour with gusts up to 89km/h.
Police said at this stage it was unknown how the fire started.
A man was arrested at the scene by police but for a totally unrelated traffic offence.
