Fallins has been included along with veteran off-spinner Will Somerville, who was the leading bowler for the Blues last season, claiming 35 wickets at an average of 23 in seven matches.
Nathan Lyon is the only player missing from the 13-man squad which traveled to Perth last week, where the Blues lost to Western Australia by four wickets. Lyon is part of the Test squad heading to South Africa for a four-Test series.
The Blues are current second on the Shield table just behind Queensland.
Fallins made his first class debut earlier this season when he represented a Cricket Australia XI against England in tour matches at Adelaide and Townsville last November.
He claimed nine wickets in the two games at an average of 28 with a best of 5-73.
Fallins is the latest graduate of the NSW pathway, which won all four national championships this season, female Under 15 and Under 18 along with male Under 17 and Under 19. There were also seven NSW players in the Australian team during the recent Under 19 World Cup in New Zealand.
NSW Blues squad: Peter Nevill ©, Harry Conway, Trent Copeland, Ed Cowan, Mickey Edwards, Daniel Fallins, Moises Henriques, Daniel Hughes, Nick Larkin, Nic Maddinson, Kurtis Patterson, Gurinder Sandhu, Will Somerville and Charlie Stobo.
