Cr Gartner voted against the decision, led by Cr Bob Proudfoot, on Tuesday night at the ordinary council meeting.
The motion also involved exploring the potential of building a district library in Sanctuary Point.
Cr Gartner, a library user herself, found the community hub idea more appealing because other facilities would be nearby.
“It expands the amount of people who can use it,” she said.
“There would be a swimming pool and a creche nearby, and plenty of parking.
“Parking is already limited at Sanctuary Point, do we want to add to that?
“It has taken two years to get to this point, and now we’re going backwards.”
She said Sanctuary Point residents already travelled to Vincentia to do their ALDI shop.
