The wild brawl broke out on Friday night after a fireworks display at the Huskisson Carnival.
A subsequent social media video of police attempting to arrest a young male has gone viral.
“Jervis Bay is renowned for its quiet, family friendly holidays and thankfully this kind of shocking event is extremely rare,”Mr Hutchings said.
“The shortage of activities for adolescents might need to be considered given the growing popularity of our small seaside towns around Jervis Bay.

“We place our trust in the local area command to manage problematic groups as required and expect that those responsible are brought to justice.
“There is no room in our community for such behaviour.”
He said the incident could have a short term impact or affect, but this incident didn’t reflect how the town is portrayed.
“Over a long time Huskisson has built up an excellent reputation for being a family, friendly destination and this won’t change of that,” he said.
“During peak season there is just a shortage of activities for groups of most ages. The carnival is fantastic for families and younger kids but there is definitely a shortfall of public facilities for adolescents.
“By comparison to some other competing tourism areas, Jervis Bay and the Shoalhaven areas have so few incidents like these.”
The officer in charge of the Nowra sector of the new South Coast Police District Inspector Ray Stynes said he had viewed the video footage of the incident and “fully supports the actions of police on the day.”
