While navy vessels and the odd cruise ship are familiar sights in Jervis Bay, merchantmen are not.
The MSC Luisa is a Panamanian registered container ship that appears unladen.
It laid anchor in the early hours of Monday morning and was still there in the afternoon.
Residents have expressed concern about its presence in the marine park.
The company has been approached for comment and the Department of Primary Industries, which manages the marine park, has been notified.
Swells of up to 4.5 metres and 30-knot winds are predicted for Tuesday.
