Shoalhaven Heads publican Colin Waller, who had already pledged thousands in his own money towards the project, said the town needed $5000 to part-fund a New Years Eve fireworks display in town.
However a slight majority of councillors voted against the staff's recommendation to provide funds on Tuesday night.
Mr Waller was “absolutely disappointed” by council's decision, which means the celebration won't go ahead.
"Shoalhaven Heads has been ignored again," he said when he left the meeting.
There were 60 volunteers poised to combine forces for the event, and thousands of people enjoyed last year's fireworks
Cr John Wells was in favour of funding the venture.
"Tourism is a top four industry in the Shoalhaven," he said.
"It'll get them talking when they go back to the Shire about how this town invests in its visitors."
Cr Jo Gash voted against funding the night.
"Culburra Beach would love to have their own fireworks, as would East Nowra, as would Callala Bay," she said.
"We need to be fair and equitable, people will come out of the woodwork."
Mayor Amanda Findley also voted against providing funding.
"We are addicted to spending and adding new services into the mix," she said.
"The same ask will come year after year."
