About 2.45pm a 12-year-old boy was riding a bike along Matron Porter Drive when two men in an older model sedan slowed down before stopping near him.
The boy told police the man driving called out to him before he quickly rode off.
The matter was reported to officers from Shoalhaven Local Area Command.
The car has been described as a faded black coloured older model sedan in a weathered condition with rust spots.
