In all but a handful of wards across the new super councils, created by the NSW government's council merger policy, the Liberal party tickets will be led by men.

There are no Liberal women in the coveted number one ticket spot in three of NSW's biggest councils - Parramatta, Canterbury-Bankstown and Cumberland council - where the party is running a total of 15 tickets.

Overall, women hold the top ticket spot, where they are most likely to win a council position, in just six of the 35 Liberal tickets across the new councils.

On this benchmark, the Labor party has almost doubled the Liberals' efforts, fielding 11 female-led tickets, including at least one in each of the seven new councils.

Chantelle Fornari-Orsmond, president of the NSW Liberal Women's Council, said the party was aware it did not have "a perfect system" for getting greater numbers of women into public office.

"I acknowledge that, the party acknowledges that.

"The men, to some degree, have to be prepared to give up some of the power to make sure women have a seat at the table. Sometimes that's a bit of a tougher battle."

Elections will be held in 46 of the 128 NSW council districts on Saturday.

Almost a third of Sydney's 5-million strong population now lives in one of the seven new Sydney councils - Parramatta, Canterbury-Bankstown, Georges River, Bayside, Inner West, Northern Beaches and Cumberland.

In Parramatta, which is championed by the state Liberal government as Sydney's second CBD, the elections provided the Liberal Party with the chance to elect their first female councillor in recent memory, despite routinely winning at least five to seven of the 15 council seats since 2004.

However, with male candidates securing the plum spot in all five wards, that hope will largely depend on their deputy candidates, Felicity Findlay and Aparna Vats, winning a second seat in their wards.

Lorraine Wearne, who has served as an independent on Parramatta council since 1995 and is seeking re-election, said poor female representation had been a systemic issue for the Liberals during her 21-year stint on council.

"I don't think there has ever been an endorsed Liberal woman on council," she said.

"They always put them at number two, always in an unwinnable spot."

Ms Fornari-Orsmond said training programs that aimed to recruit and train NSW Liberal women for public office were resurrected last year after disappearing from the party's radar since they were first pioneered in the 1990s.

But this new "pipeline" of women won't be campaign-ready until the next state election in 2019, she said.

"I think next time around at state and federal level we're going to see some strong women representing our party," she said.

The Labor party's stronger credentials on female representation are partly a product of its affirmative action policy, which dictates at least 40 per cent of winnable positions must be held by women.

Despite its quota system, 24 of the 35 Labor tickets across the new Sydney councils are led by male candidates, almost 70 per cent of the plum positions.

According to a party spokeswoman, the party had still "preselected more women in winnable positions for council elections across the state than ever before."

In Canterbury-Bankstown, the state's largest council, Labor women are leading three of the five tickets, and women make up 50 per cent of the party's candidates for the area.

The Liberal party, which saw the number of female MPs at a federal level hit a 20-year low under Prime Minister Malcolm Turnbull, remains ideologically opposed to a quota system.

"Liberal party women don't want to be there just as a quota, they want to be there on merit," Ms Fornari-Orsmond said.
