Kiama MP Gareth Ward presented Higham with the award on behalf of NSW Premier Gladys Berejiklian on Tuesday.
At the national competition in Darwin in September, Higham claimed gold in the 50 metre butterfly, silver in the 50 metre backstroke, silver in the 100 metre freestyle, and gold in the team medley relay in his age group and holds the title of 10-year-old School Boys Junior Butterfly Champion.
“I was surprised that I made it at first,” Higham said.
“At state swimming I was surprised to get first in the 50 metre butterfly and at nationals I was really surprised to win it.
“It felt amazing. It’s something I will keep doing for most of my life – I would like to compete at the Olympics when I’m older.”

Mr Ward said it was important sports people were recognised for their achievements.
“I’m so proud of Matthew because what he has done is represent NSW, which is something not everyone gets to do,” he said.
“What we’ve handed over to Matthew today is a certificate from the NSW Premier Gladys Berejiklian, to congratulate him on his strong representation – It seems Matthew is a bit of an all-rounder because he has just come back from the cross-country championships as well.
“He’s done incredibly well, so we are thrilled to be able to present him with this award which is something very few school boys and girls achieve.”
Mr Ward made mention of the $100 Active Kids rebate to be paid to each parent of a school age child as an encouragement into sport, which was announced in the NSW Budget.
“I am passionate about this program,” Mr Ward said.
“Even though not everyone will reach the outstanding heights of Matthew, it’s important to be fit and active at school.
“Research has proven that kids who are active and successful at sport are also very academically gifted.”
