Shoalhaven City Council brought the case against Nine Gold Dragons in Nowra Local Court.
The court was told on September 23 last year the company removed internal walls and enlisted another company to install a mezzanine level, stairs, ramps and handrails into two units at a South Nowra Complex.
Council claimed work was carried out on the Central Avenue business without development consent.
Council documents said the work potentially presented harm to themselves, employees and visitors and undermined the integrity of the planning system.
The company pleaded guilty to the charges of developing without development consent.
A tier two offence the charge carries a maximum fine of $2 million.
Magistrate Gabriel Fleming fined the company $5000 and ordered it pay Shoalhaven City Council’s costs of $1500.
