Police arrested the man in Kinghorne Street, near the Aldi supermarket after a man hunt, which included the dog squad, following the stabbing at about 7.40am.
The man was arrested by general duty officers and is currently helping police with their inquiries.
Police said the victim, a 39-year-old man, was stabbed in the back of the neck, while he slept in at a Bourne Avenue house, around 7.40am.
He was taken to Shoalhaven District Hospital for emergency surgery to stem the bleeding and is expected to be airlifted to St George Hospital.
A crime scene at the house was established.
