Wayne Mullins, 61, of Plantation Point Road, appeared in Nowra Local Court on Friday before Magistrate Dr Gabriel Fleming.
He pleaded guilty to being in charge of an animal and failing to provide veterinary treatment, in a case brought by the RSPCA.
The court heard a female Staffordshire Terrier called Pippy, was brought to the Jervis Bay Vet Hospital as a stray in July 2014.
The dog had significant hair loss and bloody wounds.
Evidence stated the dog had mange, its body was covered in pustules and there was no evidence of recent treatment.
Mr Mullins told an RSPCA inspector he didn’t know the dog was out and that it had had a skin condition for a long time, which he had previously sought veterinary treatment for.
The court heard he had also tried home remedies to try and fix the skin condition.
He was ordered to pay professional costs of $374.10 and placed on a 12-month good behaviour bond.
