Fenner raced over the 14 kilometre course in 18 minutes and 45 seconds to clip 13 seconds off his own record time, which he set five years ago.
Fenner missed the 2014 season with a back injury but has worked his way back to fitness and he displayed this with an ITT win at the Australian Masters championships five weeks ago.
Scott Thompson was the top seed for this event, being the NVC’s current time trial champion.
Despite riding a personal best time of 19 minutes and 4.33 seconds, Fenner was 20 seconds faster.
Thompson’s personal best time was 35 seconds better than his previous best which was set in the club championships last year.
Damian Mason placed third with a 20 minute and 31.35 second ride and while he has ridden faster and has been a club ITT champion this ride displayed Mason’s consistency.
Fourth position went to Mark Astley in 21 minutes and 00.30 seconds.
Who could forget Astley’s devastating ride to win the NVC’s B grade road championship in May, where he rode the last 18 kilometres in time trial fashion for that win.
Aaron Coghlan was over the line in 21 minutes and 18.08 seconds and this was just nine seconds faster than the top placed B grade rider.
This position went to Aaron Lauder, who was half a minute ahead of Henry Wakeford and a minute faster than Ian Kielly.
Steve Daley took out C grade and ninth overall in 22 minutes and 37.77 seconds with Paul Nancekivell, just six seconds away in 10th position.
Frank Neri was placed third in C grade in 23 minutes and 25.50 seconds.
Melanie Kilby also displayed a form return, to place 13th in 23 minutes and 45.20 seconds.
Nowra Velo Club racing continues next Sunday with the Nowra Interclub events being held on the Albatross Aviation Tech Park circuit and starting at 9am.
This program will host riders from Nowra, Illawarra, Macarthur, Goulburn, Southern Highlands and Eurobodalla clubs, where four grades will be catered for.
The D grade event will be first to start to race over 25 minutes plus two laps of the 800 metre circuit.
