Svaanik Kumar, 38, of Corrimal, drowned trying to rescue his two young children on January 3.
Mr Kumar, his wife and children, were on their first camping holiday at the Coolendel riverside campground.
Submissions over the incident were heard in Nowra Local Court on Monday with Magistrate Dr Gabriel Fleming listing the matter for inquest on October 14.
The inquest is expected to consider water safety signage at the campground and whether or not there should have been life rings by the river.
Mr Kumar, an engineering draftsman, could not swim but witnesses reported he entered the swollen, brackish Shoalhaven River on January 3 after recent rain.
He had been pushing his children on an air mattress when it tipped, causing the children to fall off.
He disappeared in the water trying to rescue them. His body was found two days later.
The man’s widow, Sadhana Kumar, is pursuing the campground for compensation over the death of her husband.
