The committee meets four times a year to report on economic development in the Shoalhaven.
Chairman John Lamont hopes to table a motion requesting council make economic assessment of all its business precincts and town centres to determine the variables impacting growth.
Mr Lamont said the issue had gained momentum but believed it needed to be explored without the emotion some business owners had expressed in the past.
He said the difference in rates between the Nowra CBD and South Nowra could be demonstrated by the difference in services offered between the two areas.
He also said the issue of commercial rates and how they relate to rent and property values complicated the issue.
