Work will begin on-site in the next term of the Baird Government, if re-elected.
"The need for a major upgrade at Goulburn Hospital is clear, which is why we are making this significant investment to ensure this facility can deliver first-class care for patients well into the future," Mrs Skinner said.
The upgrade will include improved capacity through fit-for-purpose infrastructure, including the emergency department, intensive care unit and theatres, inpatient services and a comprehensive ambulatory care service.
Ms Goward told the Goulburn Post the funding was the single largest investment by the Government to Goulburn in history.
Health Minister Jillian Skinner has confirmed the funding is dependent on the Baird government re-election, but not on the re-election of incumbent Goulburn MP Pru Goward.
The funding is also not reliant on Poles and Wires, but rather stems from Forward Capital Works.
The Goulburn announcement was part of a raft of investments in district hospitals announced by Mrs Skinner and Ms Goward.
Mrs Skinner announced a $11.7 million health boost for Yass, with the construction of a new ambulance station and Multi-Purpose Service. An additional $50 million was announced to redevelop Bowral Hospital in conjunction with Wollondilly MP Jai Rowell.
