It is believed the car, a green Holden Commodore, was first spotted in the Kangaroo Valley area around 11am but eluded police.
It was later seen by police near Berry and led officers on a chase through the back streets of the township, before heading back onto the Princes Highway to Bomaderry and over the Shoalhaven River bridge.
The vehicle, which allegedly reached speeds of up to 140km/h, travelled down Terara Road along Millbank and Worrigee roads at which point a flare was thrown from the vehicle.
The chase continued onto Isa Road, Old Southern Road and Quinns Lane before re-entering the Princes Highway.
From there the driver travelled south on the highway, turned into Central Avenue at South Nowra, travelling along Bellevue Street before coming out onto Flinders Road back onto Albatross Road.
From there the three offenders led police to Braidwood Road, with three police highway patrol cars, two unmarked cars and two other police vehicles involved in the chase, with the Commodore blowing heavy smoke.
The vehicle travelled to an area near Hell Hole Road when it slowed down, the occupants allegedly throwing a plastic bag containing a white substance, which spilt across the road.
A kilometre down the road the car came to a halt on a bush track, the three men left the vehicle and ran into the bush.
After a short foot chase, police took them into custody.
They were taken to Nowra Police Station.
