Mr Gow, who was named the Illawarra Business Leader of the Year in October last year, was issued with a notice to show cause in his capacity as director and nominated supervisor of the company for failing to perform work in a proper and workmanlike manner and failing to carry out work with due diligence and within a reasonable time.
The company faced similar allegations over the same failures.
Mr Gow and the company traded under the independently owned franchise G.J. Gardner Homes Illawarra, which is based at Warilla.
A spokesperson for Fair Trading said the notice to show cause for improper conduct was disciplinary action against Mr Gow and Gow Constructions and was not a court or tribunal matter. As such, further details were not made available.
Mr Gow declined to comment on the matter on Monday but said the fines had been paid.
