Johns won the 53 kilometre handicap event by two lengths from Godfrey Green, with Aaron Lauder and Rob Rickard close on his heels.
Johns started the race on the scratch handicap along with Mitch Cunningham and Paul Mackie on a near perfect day, but with depleted field due to various colds and viruses affecting many local cyclists.
Cunningham finished fifth just 20 seconds behind Johns and alongside Lawrence Schinella.
Andrew Lowe followed at 35 seconds while Dave Gray picked off Patrick MCSwiney and Michael Thompson for eighth position 20 seconds later.
Mackie was next to finish followed by John Cullity and Tess McLachlan.
Mackie rode strongly from scratch with Johns and Cunningham as they reeled in the entire field with three quarters distance covered.
On that turn Mackie experienced a jammed chain and being forced to dismount and untangle he lost the fast moving bunch.
A bout of cursing and tugging at the chain had Mackie back on the road and chasing but with precious couple of minutes lost.
The entire field were racing away on the fast run back from Turpentine to the Wugan Street finish.
The bunch split apart over these last 12 kilometres and only four riders remained intact to contest the win.
The fastest time for this event was ridden by Levi Johns in one hour, 25 minutes and 48 seconds.
Johns and Green had also raced a 55 kilometre Interclub event at Oakdale the previous day where both riders recorded creditable performances in the division one race.
Other NVC riders at Oakdale included John Cullity, Bruce Jenkins, Phil Rice and Kate Darke.
Local racing returns to the Flinders Industrial Complex circuit next Sunday where four grades will race scratch races form The Watts Factory sprint series. Racing starts at 9am and the Hanlon Windows team will look after the official duties.
