The proposal is for a Caltex Star Mart to be built on the intersection of the Princes Highway and Narang Road.
The $2.89 million complex is planned to operate 24-hours a day, seven days a week.
Caltex Australia, through Evolution Australia made the application on the site which was previously Ampol service station.
The proposal will provide six fuel station pumps, three underground fuel storage tanks, an undercover canopy area, a retail store and 18 car parks.
Caltex has also bought the neighbouring residential property which will be included in the development.
It is expected to be finished in the first half of 2015.
Once in place it would be the third Caltex service station within a 900 metre stretch of the highway at Bomaderry.
