Police alleged that the man, accompanied by a woman, went to the rear of a charity building on the Princes Highway in South Nowra at around midnight Saturday.
They were observed on CCTV sorting through charity donations and putting them into a car.
Police went to the scene and stopped a Ford Falcon sedan being driven by the man.
They searched the car and found items of clothing, DVDs, home appliances, camera docks, sunglasses and other items.
Police arrested the woman, but alleged the man became aggressive and resisted arrest.
As he was being put into a police vehicle they said he kicked three police officers.
Police have charged the man with larceny, possessing housebreaking implements, resisting and assaulting police.
He was bailed and will appear before Nowra Local Court at a later date.
The woman was released without charge.
