Wollongong company Martin Morris and Jones has made the application on behalf of the ALH Group to build the store on the corner of Kalandar Street and the Princes Highway.
The project was given a green light in the Land and Environment Court in October 2012 and council is now being asked to change its deferred commencement consent to operational consent.
To be able to move to this phase of the project, the developers have had to meet a number of conditions put in place by the court.
They have had to provide detailed design documentation to the Roads and Maritime Services to tackle a number of issues including any changes that might be needed at the intersection of Kalandar Street and the Princes Highway, access to and from the site, pedestrian access in Kalandar Street, as well as sign and lineage work.
It is proposed to demolish an existing small motel building for the construction of a new building to contain the liquor outlet, valued at $3 million.
There will also be 174 car parking spaces.
Once the developers meet the requirements, lodgement for a construction certificate to enable a start to work could be made.
