Tony Blain, who has helped collect more than 600 signatures, said he was told on Tuesday that Shoalhaven Mayor Joanna Gash had declined his request to address the meeting.
“I’m very upset because we have even more signatures coming,” Mr Blain said.
“It looks like the council is trying to hide something, trying very hard to use their numbers to push this matter through.”
Mr Blain said he still intended to go to the meeting and would be encouraging other residents who were opposed to the rates increase to attend as well.
The extraordinary meeting is set down for 6pm on Thursday evening.
