THIS has been on my mind for some time - since the construction of the Shoalhaven Entertainment Centre - when I seem to remember that one of the failures in the design and construction of this building was saving water.

Why, oh why, was provision for the collection of rainwater not made for the use in the toilets which, it now seems, we need more of and perhaps watering the gardens/lawns?
